The National Standards for Enforcement Agents says that enforcement agencies must ensure that all agents are provided with appropriate training to ensure they understand, and are able to act, within the bounds of the relevant legislation. This training should be provided at the commencement of employment and at intervals afterwards to ensure that the agent's knowledge is kept up to date.

In April the power of arrest under magistrates court orders was transferred from the police. A new system of 'approval' was introduced for the private sector enforcement agencies and civilian enforcement officers who have taken on this work. This guide describes this procedure, and looks in detail at civilians' powers of arrest. The human rights aspects of the new law are examined and good practice recommendations are made.
